Sir,
I am directed by the Board of Trade to refer to the correspondence ending with your letter of Larch 11th (0.7328) on the subject of the shipment of Chinese seamen from Hong kong to england and to transit herewith a copy of a letter from the Home Office, with enclosure on the
subject.
The Board have ascertained that the 3/S."Talthybius" brought two crews, numbering 98 men, in addition to her own crew, on separate reements made out in the name of the "Talthy Lius". The semen were intended for the S/."Ulysses" and "Phemius" at Liverpool, and in accordance with the legal requirements indicated in the Board's letter of 16th January, the men were submitted to the language test before being allowed to join these vessels; twenty-two were found by the Superintendent of the Mercantile Larine Office at Liverpool not to have
a eufficient knowledge of the english language and
were not allowed to join.
